Ladies and Gentlemen, Members of the Grand Council of Republic and Canton of Geneva
In the midst of a pandemic a significant number of our artisans, traders, restaurateurs, and independents are suffering and do not have the means to meet their needs. Yet, public managers are paid extremely high salaries with little transparency, clarity nor oversight.
Five general managers of public enterprises earn more than 300,000 Swiss Francs per year. Besides, two of them even crossed the 450,000 Swiss Francs, thus approaching a federal councilor's remuneration (484,581 Swiss Francs). In addition, in a complete lack of transparency, the waiver of the salary increase for the Director-General of the Geneva University Hospitals (HUG) has been decided by the person concerned under media pressure.
Those are just examples of a wider issue. This is why we, citizens of Geneva, ask that the remuneration of public bodies' directorates, be transparent, clear, and fair in law (LOIDP).
Hence, we ask that:
- The salaries to be comprehensive and without hidden costs.
- A maximum amount per agency to be determined according to the sector of activity (size, volume, and concurrency).
- Any salary increase must be submitted to an annual review by the Council of State.
